SA RESILIENCE

The SA RESILIENCE project, "Promotion of Territorial Resilience in the South Adriatic", was launched within the framework of the Interreg IPA South Adriatic Italy-Albania-Montenegro Programme. Its objective is to strengthen territorial resilience and enhance the capacity to respond to natural hazards across the South Adriatic area, with a particular focus on the impacts of climate change, wildfires, and water resource management.
The partnership brings together public administrations and specialized organizations from Italy, Albania, and Montenegro operating in the fields of civil protection, emergency management, and water infrastructure.

 
 
OBJECTIVES
  • Improve the prevention and management of natural and climate-related risks; 
  • Strengthen cross-border cooperation among the civil protection systems of the partner countries; 
  • Develop shared tools for the collection, analysis, and exchange of data related to wildfires and water resources; 
  • Enhance the operational and technical capacities of the involved institutions through training activities, exercises, and the exchange of best practices; 
  • Raise awareness among local communities on territorial resilience and risk prevention.
 
MAIN ACTIVITIES
  • Development of a geocatalogue and information tools for monitoring water resources and wildfire-related risks; 
  • Definition of a joint strategy and shared protocols for managing water- and wildfire-related emergencies; 
  • Strengthening the technical and operational capacities of civil protection structures in the partner territories; 
  • Capacity-building activities, specialized training, and joint exercises; 
  • Communication and awareness-raising actions targeting citizens and local stakeholders.
EXPECTED RESULTS
  • Strengthened institutional cooperation among Italy, Albania, and Montenegro; 
  • Improved disaster prevention and response capacity across the South Adriatic area; 
  • Development of innovative shared solutions for climate risk management; 
  • Adoption of common strategies and cross-border operational protocols; 
  • Enhanced human and technical resources within the participating civil protection organizations;
  • Increased awareness among local communities regarding resilience and sustainable territorial management.
ROLE OF THE MOLISE REGION

The Molise Region, through its Civil Protection Service, contributes to the SA RESILIENCE project by implementing specialized training activities, environmental monitoring using drones, and shared geospatial tools for natural risk management


Its main contribution focuses on the development of the cross-border Geocatalogue and Geoportal, the mapping of strategic resources for wildfire suppression, and the monitoring of water resources and Snow Water Equivalent (SWE). Furthermore, the Region participates in pilot actions and international exchanges aimed at improving emergency response capabilities and climate resilience across the South Adriatic area.
