SA GOVERNANCE

SA GOVERNANCE, "Empowerment and simplification processes for a digital and good governed South Adriatic", is one of the five strategic projects funded by the Interreg South Adriatic Programme 2021-2027. The project aims to make Public Administration more efficient in responding to the needs of citizens and territories across the South Adriatic area, comprising Italy, Albania, and Montenegro. It focuses on simplifying administrative procedures, introducing innovative digital tools, and strengthening the skills of public officials to ensure the effective management of these tools and of European Union funding programmes.

 
 
OBJECTIVES
  • Strengthen digital governance processes and administrative innovation at regional and cross-border level.
  • Improve the efficiency and simplification of administrative procedures through the adoption of digital tools.
  • Enhance the quality and accessibility of public services through the digitalisation of processes and information.
  • Increase the digital skills of public officials and their knowledge of European Union policies and programmes.
  • Foster institutional cooperation and the exchange of best practices among administrations in Italy, Albania, and Montenegro.
  • Promote integrated, citizen-oriented governance based on digital innovation.
 
MAIN ACTIVITIES
  • Participation in the design and implementation of digitalisation and administrative simplification processes within regional and local administrations.
  • Contribution to the development of the Joint Strategic Model and the preparation of Operational Plans aimed at improving digital services and administrative procedures.
  • Implementation of a pilot action dedicated to the digitalisation of the Regional Energy Archives, with the objective of improving accessibility, data management, and interoperability of energy-related documentation and datasets.
  • Participation in training and capacity-building programmes for public employees to strengthen digital skills and knowledge of European Union Cohesion Policy.
  • Involvement in cross-border networking activities, knowledge transfer initiatives, and study visits to promote the exchange of experiences and best practices among project partners.
  • Active participation in the Multifunctional Hub (GOVERNANCE Platform) to support institutional strengthening and the development of digital skills across partner territories.

  • Increased efficiency and simplification of regional administrative processes.
  • Improved accessibility, quality, and management of public data, particularly regarding the Regional Energy Archives.
  • Strengthened digital skills and administrative capacity of public sector staff.

ROLE OF THE MOLISE REGION

The Molise Region contributes to the GOVERNANCE project by promoting the digitalisation and modernisation of public administration. It participates in the development of strategies and operational plans aimed at improving public services, implements a pilot action for the digitalisation of the Regional Energy Archives, and supports the strengthening of digital skills through training activities and the exchange of best practices with partners across the Adriatic area. Through these actions, the Region fosters a more efficient, innovative, and citizen-oriented governance system.
